Hey there Danforz. The Petrof is a nice instrument. I assume you've played it yourself - but if you haven't, you should. Be happy with the touch, play through all the notes in a chromatic scale, listen for clicks, notes that hang or stick.
For a piano this young, you're probably safe to assume that it's still in excellent condition. Find out how often it's been tuned (or when the last tuning was).
In regards to post-sale maintenance, I would suggest that this is in regards to tuning the instrument after it's been moved. If you do go ahead with the purchase and have it delivered, I'd let it sit for a few days (certainly play it) and then organise to have it tuned. A good tuner will look through the instrument for you and advise of any potential problems (again, for a 10 y.o. piano, this shouldn't really be anything). All pianos require ongoing tuning, and most tuners recommend every 6 months for a home piano (studio pianos are tuned at least weekly and concert pianos each performance).
