I would recommend something more along the lines of "fun." If you get a small, mid-sized keyboard with plenty of voices and beats yoou'll find out very quickly if your 9 yr old has a desire to play. You can get them for a couple of hundred dollars. They are very light, portable, and can be used with headphones.
Because of the lower price point you won't feel as bad if your child isn't as thrilled as originally, but if they are, then you can always purchase a real piano/full sized digital piano afterwards.
If you do decide to get a more fun keyboard, make sure it has a decent range. I have one with 5 full octives that I have lent to a young girl and she has found it an excellent tool in practicing as she can do it quietly and not feel embarrassed by her mistakes.
